Confirmed. When running cheese under the gnome desktop environment, the settings button (three horizontal lines) is just to the left of the window close (x) button, allowing the selection of fullscreen, preferences, help and about. Running under plasma, as described in the comment the settings button is not visible. On my laptop, If a corner of the dialog box is selected, pressing the left mouse button and resizing the dialog, then while the pointer is held down the partially transparent menu becomes visible. However as the menu disappears as soon as the mouse pointer is released, no items are selectable. That disappearing partially visible menu has options for File, Edit, View, Bookmarks, Settings, Help. Keyboard shortcuts for the menu are not available. That menu is not visible on my desktop Mageia 7 system. Not sure which config change affects that. As cheese doesn't have an assigned packager, assigning to all packagers.
