I am find the same bug in Mandriva 2011. And I just copy the file 'scilab_en_US_help.jar' from http://www.scilab.org/download/5.3.0/scilab-5.3.0.bin.linux-i686.tar.gz into SCI directory. (In Mandriva: /usr/share/scilab/modules/helptools/jar/). Now help is working fine
