Thank you for this report, and again the helpful screenshot which enabled me to reproduce the fault: Right-click panel, choose Edit panel; which shows among other things a 'panel height' box with - and + bounding the current figure. With the panel at the default bottom edge, clicking these - or + adjusts the number correctly. Same with the panel on the LH edge. If you move the panel to the top edge, then clicking the - does indeed increase the number, + decreases it. Same with the panel on the RH edge. You can of course directly type the number. Assigning to the KDE people.

Hmmm! just tested plasma-desktop-5.20.4-3.mga8 but unfortunately it is not fixed :(
