It seems rpm is confused by usage of %exclude macro, as those binaries are actually in the bind-pkcs11-util subpackage, and their corresponding build-id symlinks should also; %files dnssec-utils %{_sbindir}/dnssec* %exclude %{_sbindir}/dnssec*pkcs11 %files pkcs11-utils %{_sbindir}/dnssec*pkcs11 This seems to be related to this upstream bug, and should probably get fixed at rpm level: https://bugzilla.redhat.com/show_bug.cgi?id=878863
