By default, connected printers to a M8 installation are shared to network.

See in system-config-printer that the option under Server => Settings, "Publish shared printers connected to this system" is "ON".

Added screenshot.

Note that this produces Bug 28033 in QT-applications print dialog where printers are named twice, the second one with an added "_hostname" to its name.
(hostname will be the name of the computer).

By default, sharing should not enabled.

No, they should be shared by default, if not it would cause unexpected breakage for most people.
