Reviewing the site, the license is discussed but not really clarified at
https://github.com/zelurker/raine/issues/14

While it does appear to be intended to be free for personal use, there is no
indication of an open source license that allows redistribution of the source
or pre-compiled versions by a distribution. Closing as invalid. The bug report
can be reopened if the license is altered to one that is ok based on
https://wiki.mageia.org/en/Licensing_policy#Acceptable_licenses
