I think it is possible to adapt spec file from Fedora (http://pkgs.fedoraproject.org/repo/pkgs/streamtuner/streamtuner.spec/f13c49c806ffd9d9c74778eb16bd7928/streamtuner.spec).

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might want to integrate it to the distribution and maintain it for bug and security fixes.

Given URL http://web135.srv3.sysproserver.de/milki.erphesfurt.de./streamtuner2/ is 404, I changed it to https://sourceforge.net/p/streamtuner2

The latest major stable release appeared 2016. Not very active but recent update three months ago, so seem still alive.
