the posttrans scriptlet force activation of the following services, whatever their current state:
- network
- network-up
- partmon
- netconsole

Updating the package should honour current service activation setting, and not reactive unwanted services.

FYI, I fixed a few bugs in rpm-helper and initscripts. It could be that another bug masked this bug. I'll continue in the other bug, specially as it's open.
