rpmcheck is missing in cauldron

looks it was removed since the mass rebuild

It was failing to build with the latest version of ocaml (4.10.0), which has disabled the -unsafe-string option. I've patched the rpmcheck source code to work without that option. Hopefully correctly - I'm not familiar with ocaml - but a test build reported the same errors as the current mga7 version, so I think it's OK.
