Description of problem:
Apparently xsettings-kde is a KDE4 thing. Nowadays kde-gtk-config should be used instead of xsettings-kde. On Mageia xsettings-kde is installed and used still.

Version-Release number of selected component (if applicable):
5.18.3-1.mga8.x86_64

Fedora does the same, see https://src.fedoraproject.org/rpms/kde-gtk-config/blob/master/f/kde-gtk-config.spec

Further, please remove the Requires for xsettings-kde from plasma-desktop and task-plasma5-minimal. Might also need to check meta-task (if it's mentioned there).

Note: I'm not a Plasma/KDE expert. Please verify above. I noticed this due to bug 26446

So xsettings-kde was obsoleted by kde-gtk-config and replaced for kde-gtk-config in task-plasma5-minimal and also in plasma-desktop.
