Since version 1.4.0, pdfarranger no longer depends on PyPDF2 but depends on pikepdf, see https://github.com/jeromerobert/pdfarranger/releases/tag/1.4.0

The dependencies should be fixed and the RPM description be updated to no longer mention PyPDF2.
