imwheel is a tool for increase speed of mouse wheel (with different settings for each program). imwheel there is in the repos of such distros as Arch, Debian, Fedora, Gentoo, openSUSE, Slackware, Ubuntu,... etc. But long time ago imwheel was obsoleted by Paulo Ricardo Zanoni: * Tue Apr 13 2010 Paulo Ricardo Zanoni <pzanoni@mandriva.com> 2.4.0-2mdv2010.1 + Revision: 534193 - Obsolete imwheel These lines are from .spec file of x11-driver-input-evdev, which forces removal of imwheel package at first system update and blocks the package reinstallation. After that imwheel package can be reinstalled only after upgrading x11-driver-input-evdev package to the new version without "Obsoletes: imwheel" line in the .spec file.
I'm sure it was for a reason, but I can't remember. Assigning to the current maintainer.

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might, if there are no license or other legal issues, want to integrate it to the distribution and maintain it for bug and security fixes. I can suggest some variants to start with. The port from modern Fedora 31: https://saahriktu.org/mageia/imwheel-1.0.0-1.maho7.src.rpm The port from old Mandriva 2007: https://saahriktu.org/mageia/imwheel-1.0.0-0.pre12.2.maho7.src.rpm PS. The "maho" suffix indicates an unofficial repository in accordance with the distribution policy.
The global bug assignment got lost... Despite comment 2 (a standard condition, see comment 3), assigning new pkg requests globally (standard practice) allows any interested packager to take it on. A reminder: "You Artem might also want to join the packager team to maintain this piece of software: see https://wiki.mageia.org/en/Becoming_a_Mageia_Packager"
