Description of problem: In Cinammon or Xfce desktop, with netapplet or mgaapplet in a panel at the bottom of the screen, the pop-up for the applet appears to be being drawn off the bottom of the screen. All that appears is a black bar at the bottom of the screen. Version-Release number of selected component (if applicable): New in Mageia 7 How reproducible: With Cinammon or Xfce, set panel at bottom of screen, including notification area. Steps to Reproduce: 1. Hover over either netapplet or mgaapplet in notification area 2. No visible pop-up and black bar appears at very bottom The issue does not occur with other things (e.g. vlc) in the notifications area. The issue does not occur with Plasma desktop.
It's a tooltip bug when the panel is at the bottom. Confirmed for xfce. Started with Mageia 7. Other distributions have the same issue. Seems to be a Xfce4 4.14 (gtk3) bug, but only with a few apps in the notification area. https://bugzilla.xfce.org/show_bug.cgi?id=14967 Workaround, panel preferences, check: "Don't reserve space on borders".

Another workaround is to reduce the panel height (works in both Xfce and Cinnamon). Below a certain size (which seems to display-dependent), the tooltips appear above the panel rather than below.

Confirmed Chris B's workaround is effective for me. I'm puzzled if it is a blanket tooltip bug though - why does it only seem to affect these two applets?

There seems to be two different tooltip styles. In Cinnamon they are visually very distinct. If you use the Cinnamon NetworkManager applet, it uses the other tooltip style and doesn't suffer from this bug, but if you use the generic NetworkManager applet, it uses the same tooltip style as the Mageia applets and does suffer from this bug.

Mageia 7 is EOL since July 1st 2021. There will not have any further bugfix for this release. You are encouraged to upgrade to Mageia 8 as soon as possible. @reporter, if this bug still apply with Mageia 8, please let us know it. @packager, if you work on the Mageia 7 version of your package, please check the Mageia 8 package if issue is also present. In this case, please fix the Mageia 8 version instead. This bug report will be closed OLD if there is no further notice within 1st September 2021.
