Description of problem:

Some icons from several themes are missing or simply blank, others are rendered as another theme's. Themes files do exist, but they are not rendered. This happens on system-installed themes (via rpmdrake) and user-installed ones. 

Some icons missing: redshift-gtk systray status icon, XFCE Power Manager,  mgaapplet (maybe related to https://bugs.mageia.org/show_bug.cgi?id=22097 ?), basic folders on Thunar, several filetypes on Desktop. . . 

Furthermore special folders (Music, Downloads, Documents, etc) show a random file's miniature (in the folder itself) instead of proper icon.

Could it be I am missing support for some image type?

How reproducible:
Login to XFCE, change some theme via XFCE Config panel.

Sorry to have left you so long.
On an installed (not upgraded to) Mageia 7 system with Xfce, I cannot reproduce any missing icons. I remember a similar problem re icons in file managers early in the M7 pre-release testing, but which got fixed later on. Your problem is more widespread.

You mention themes: I have tried changing themes [Settings -> Window Manager] with no effect other than window title bars; no changes in Thunar displays. Are you using a different method to change themes? "XFCE Config panel" I see not; perhaps I need to install it.

With the 'default' theme, can you please attach a screenshot of the desktop showing what icons *are* displayed - and note those you know are missing (as per your description).
Perhaps also a screenshot of a typical 'wrong' Thunar window.

Can you say whether, re the default theme, the icons missing or mis-represented in Thunar are similarly wrong with other themes? Or does it vary with different themes?

I gave up and installed from zero Mageia 7, so I cannot attach a screenshot. With a newly installed system there's no more problems with icons, even using same themes.I already had tried to erase XFCE config (and cache) and start again, with same results.
About your questions, I was using XFCE Config to change themes. The "missing" icons were the same with almost all themes, with some exceptions: with a specific theme (vibrancy-kali-dark icon theme) Redshift-gtk status icon (on systray) was visible, but missing in others. In Thunar the problem was not "missing" icons but the substitution of standard ones with miniatures taken from the folders. For example, instead of special "Images folder" icon i saw a miniature of an image contained in that folder. Later I realised this problem was present also with normal folders.

Since I'm not affected anymore you can close it if no one else suffers from this problem. Anyway it was probably some weird combination of installed packages or a problem during the upgrade.
