Where did you get Gimp 2.10.12 from?
My up-to-date system has gimp-2.10.10-1.mga7

With this, I cannot reproduce the fault - at least with the 'Colour Picker' tool. I cannot find 'colour dropper'. With the former, choosing 'pick', 'set foreground', 'set background' all worked correctly when picking a colour from the image. The tool does not function beyond that: you say "selecting any point on the screen."
Perhaps I have something wrong; please say if so.

And are you finding the problem with multiple layers, or just one?

I open gimp, and I create a new image. After, I go to select front color from left icon of the toolbox (there is two colors for select, front color active and background color active).

It open a new window where I can select the colour dropper, but after, I select color on the screen and the colour dropper recognize other color...

There is a error with the version. I have Gimp 2.10.10, installed from official repositories.

Thank you for explaning a bit. It took me some time to trace your path:
- On a new image, put some colours on it (or open an existing image).
- Click the foreground or background colour square to change its colour. This raises a dialogue for choosing a colour from; this works.
- Select the Colour Picker tool, pick any colour from the image.
Then you say (I think) it sets the wrong (foreground or background) colour.

No; all works as it should, tested. The Colour Picker tool itself asks what to do with the picked colour, including:
- set the foreground
- set the background
I will attach a screenshot to show this. Effectively, setting the FG|BG colour directly using the Change foreground|background colour dialogues is independent of the colour picker, which does the same thing in a different way.

So closing this invalid; re-open if you think this is wrong.

Resolution: (none) => INVALID
Status: NEW => RESOLVED

@Jose
To go back to your original post "selecting any point on the screen" [for FG|BG colour].
https://docs.gimp.org/2.10/en_GB/gimp-dialogs-content.html#gimp-colorselector-gimp
Near the end of this page on the "FG/BG Color Dialog":
"Color picker
The color picker has a completely different behavior, than the color picker tool. Instead of picking the colors from the active image, you're able to pick colors from the entire screen."
------------------------
So the "The FG/BG Color dialog" *has its own colour picker* - to the right of 'HTML notation' which on my system, along with all the other dialogue buttons, looks greyed when it is not - half invisible. Hovering it says "Click the eyedropper, then click a colour *anywhere on the screen* to select that colour".
Bingo!
