As a result of solving bug 25692 I've found new one.
I've updated kernel to kernel-desktop-5.3.7-4.mga7 and 1 package: iwlwifi-firmware-20190603-1.mga7.nonfree.noarch.rpm.
The package was not upgraded earlier because it was incompatible with older kernels.

Now, every time I try to restart or halt the system I end up with kernel panic:

Error indicates something related to nouveau.

Which graphic driver do you use?

In case you don't use nouveau

Test to add to the end of the start line modprobe.blacklist=nouveau

if you have LVM partition on your disk, the problem can be in this https://bugs.mageia.org/show_bug.cgi?id=25698#c34 - you have to downgrade cpio as you can see in this comment https://bugs.mageia.org/show_bug.cgi?id=25698#c16

For those that have reboot issues, try:

urpmi --downgrade cpio-2.12-5.mga7


There is a bug in that update showing up for some.

I've managed to reproduce it and am currently bisecting it

I tried booting older kernel - no luck

Is there esimated time that bug in cpio will be fixed?

I can confirm that after upgrading to cpio-2.13-1.1.mga7 it's fixed.
Can close the bug now :-)
