Here what I got when I ran Kwalletmanager:

[luanp@aphrodyke ~]$ kwalletmanager
Connecting to deprecated signal QDBusConnectionInterface::serviceOwnerChanged(QString,QString,QString)
[luanp@aphrodyke ~]$

That all I got and nothing else happen.

Try "kwalletmanager --show".

Now it finally show the kwalettmanager.

If you look in the settings, kde has set the default settings to hide
the tray icon, when there are no wallets open.

Another way of getting it to show, is to use the arrow in the systray, to
show hidden icons, then click on the wallet manager, or change the settings
in systemsettings/Common Appearance and Behaviour/Account Details/KDE Wallet,
to not hide the icon when no wallets are open.

I'm closing this bug report, as invalid, as it isn't a bug, just a matter of
learning how to work with the settings kde upstream has chosen.
