Updated gimp-help-en
$ rpm -qa | grep gimp | grep help
gimp-help-en-2.10.0-1.mga7

Ran GIMP 2.10, opened an image and clicked help -> about.  Correct GIMP version reported, 2.10.10.  Opened user manual -> Basic concepts.  Working fine.
