The kate editor configuration does not show any plugins.

Menu Settings->Configure Kate:
Plugins shows an empty list.

Many plugins like search and replace should be listed here.

I see over twenty plugins here, "Search & Replace" is among them.

Please give the output of (in a konsole):

   rpm -qa | grep kate


And can you attach (if it is much) or paste (if it's just a few lines) the konsole output that you see when you start kate by giving the command: 

      kate

Is ktexteditor-plugins package installed? normally it should as it is a recommended package for kate.

So you have to install ktexteditor-plugins!

A package ktexteditor-plugins is not available on the Mageia 7 beta 2 DVD, says rpmdrake.
How can I get them?

What is this? Haven't you not configure your urpmi database?

Now all the kate plugins are there.

However this should have been part of the DVD and installed automatically together with kate.

kate can minimal working without the plugins this is why they are recommended instead of required and also we are limited with size on the DVD.

Yes, kate can be used in a minimal way. But it is nearly impossible for normal users to find out about the missing plugins.
Most plugins which are activated by default, like search and replace, are very necessary. 
It is only about 3.4MB of additional disk space which will be used.
