It is based on the software "Toonz", which was developed by Digital Video S.p.A. in Italy, customized by Studio Ghibli, and has been used for creating its works for many years. Dwango launches this OpenToonz project, in cooperation with Digital Video and Studio Ghibli.
Assigning this package request to all packagers collectively. On a voluntary basis, one of them might, if there are no license or other legal issues, want to integrate it to the distribution and maintain it for bug and security fixes. These softwares could be on the other hand understood as tips for packagers - I post them after me finishing localizing them (and just the most interesting? because there are 10 times or 100 x more :) of my localization projects). Mostly it is possible to install them fromm sources.
