Description of problem: This happened with several versions of the Live CD: 2nd and 3rd round. Start installer (in this particular case Live GNOME iso dated 02.12.2018 from boot menu) and leave the machine alone after language and timezone selection. Next the screensaver pops in after a while. When one returns and waves the mouse to "unlock" the screensaver the GUI is shown to deselect unused hardware and localization. But none of the flags / buttons respond to the mouse: they only work if the GUI appears on screen when the screensaver is not active.

This round is worse than before: the same happens with language choice and release notes: the GUIs behind the screen saver are totally unresponsive after screensaver has been active. Mouse works but cannot really click to accesss where needed !
Summary: Unused hardware / localisation will not work if it occurs with active screensaver => Installer stops responding after screensaver has been active
If you are starting the installer from the boot menu, there is no software screensaver, so this must be the hardware going into a power-saving mode. I guess this is on a laptop/notebook machine - is it running on mains or battery power? If you run the installer from the desktop, the software screensaver should be disabled. Do you also see this behaviour there?

When installing from desktop: will try and report
Just tried on my laptop, leaving it on the language screen for 25 minutes. The screen went blank, but as soon as I moved the mouse, everything was working. Looks like this is hardware specific, and is going to be very hard to pin down.
Quite possible. I will make a note to add it to the proposed errata... [ No keyword "For Errata 7" found, though ]
Confirmed: If installer is run from live mode and screensaver is started it will work w/o problem afterwards.
If the installer freezes as described I found there is one "workaround": accept the default settings shown, hit enter, go tty7, back to tty1 and there is the next screen... and as before until the end of the installation process.
