Updated wireless regulatory database

This update provides the wireless regulatory database as of 2019-09-07,
providing the following changes:

* Add wmm rule for EEA and EFTA countries
* Update rules for QA and add 5 GHz and 60 GHz rules
* Add 5725-5875 MHz rule for France (FR)
* Fix power limit in 5725-5785 GHz rule for France
* Update rules for Panama (PA) and add 60 GHz rule
* Update regulatory rules for Switzerland (CH),
* Uppdate regulatory rules for Liechtenstein (LI) on 5GHz
* Update regulatory rules for Finland (FI) on 5GHz (SRD devices)
* Update source of info for CU and ES
* Update rules for Hungary (HU) on 2.4/5/60G, 5725-5875MHz

Mageia 6, x86_64

Installed this package on a couple of wired workstations.

Installed the update on a workstation with a wifi only connection and three laptops.  No problems except with the Lenovo Ideapad Y500 and that may be because it had not been used for a while and needed over 100 scheduled updates.

After rebooting wifi refused to come up and 'rfkill list' showed that the wireless LAN was Soft blocked.
Cured that with
# rfkill unblock 2
and wifi came up immediately.

MGA6-32 MATE on IBM Thinkpad R50e
No installation issues.
Laptop has cable connection, inserted USB Ralink wireless adapter, let MCC install it, disabled Ethernet connection, unplugged the cable, configured the wireless connection. All works OK.

As far as I am concerned this package is OK but by its nature the update could do with wider testing over a number of regulatory zones.

Tried this on my HP Probook 6550b, Intel wifi, even though USA is not on the list in the advisory. After a reboot, using the Probook now to report this.

Looks good here for 64-bit.
