Changing to vice-sdl only, because vice is already in Cauldron (see bug 1770)

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might want to integrate it to the distribution and maintain it for bug and security fixes.

There seems to be no longer a vice-sdl, only vice. Vice is in MGA since MGA1.

It's integrated into Vice proper, but requires a flag at Compile time. I may build it on the OpenSuse Cluster I now use.
