It's the used translation that's way too old. I can reproduce it here (in a multi-language system) using "LANGUAGE=fr man urpmq" Please try "LC_ALL=C man urpmq" to get the better English man page. The man is a different beast. Generally, the question is "Do we want this to be translated?" If we do then I can arrange the translation on Tx. If we do not then it would be good to remove the faulty old translation.

Correction: urpmq's French man is a part of the man-pages-fr package which we cannot control. It should be removed from this package as it is not synced with our upstream. https://madb.mageia.org/package/show/application/0/name/man-pages-fr
