The rootcerts package calls c_rehash during its build process, and the Perl interpreter chokes on it.  Either Perl in Cauldron is broken, or c_rehash in openssl 1.1 in Cauldron is broken.

Added patch to openssl-1.1.0h-2.mga7 from upstream which fixes the issue:
