Description of problem:

Ordinary files in python-docs have permissions 640 instead of 644, which makes them inaccessible to a non-root (or equivalent) user.

Version-Release number of selected component (if applicable):
As rpm

How reproducible:
Every time attempt to access python-docs as ordinary user.

Steps to Reproduce:
1. be logged into a non-root account
2. try to access python-docs, by menu or otherwise (without using su or equivalent)
3. Access is denied.

Workaround :
With root privileges, change permissions of ordinary files to 644.
