The summary says it all - while Breeze theme with colors are selected in systemsettings5, panel is displayed using dark grey color (see attached screenshot). It began around November 10th, probably with mesa update.

I I switch compositor rendering backend to XRender, then the colors are correct. Using OpenGL 2.0 or OpenGL 3.1 - panel is dark grey.

Also disabling compositor at plasma startup helps to get correct plasma panel color.
Is it somehow related to bug 22112?

Seems to be fixed with latest cauldron updates...

Resolution: (none) => FIXED
Status: NEW => RESOLVED
