Launched file manager and xorg cpu jumped 130+ not a xterm problem. Changed DISPLAYMANAGER=lightdm, reboot, no change launching xterm or file manager. It is not Xorg, problem does not show up under Plasma DE.

Also getting double launch of xterm when launched from a desktop shortcut or from the menu. Problem is not happening in a Plasma DE.
Erased all the account's files, rsync /etc/skel/ /home/user and logged into the account. Xorg cpu is normal and no double launch of xterm.
