Description of problem: In a dual installation Windows 7 / Mageia 6 when you boot into mageia, after reboot the Mageia option becomes the default boot option, same happen for Windows. I install Mageia 6 with the Classical i586 ISO dumped to USB with isodumper. In the installation: I select plasma as desktop I mark Windows as the default option. I will provide later the /boot/grub2/grub.cfg or any required info.
Forgot to say: MGA 6 is a fresh install not a upgrade.

I believe that's the way grub2 works. grub had a default which never changed; grub2 remembers the last one used and makes that the default.

Yep, its the default behaviour. If you want to change it, edit /etc/default/grub and change GRUB_DEFAULT and GRUB_SAVEDEFAULT according to what you want. For more info: https://www.gnu.org/software/grub/manual/html_node/Simple-configuration.html
