Description of problem: maximized windows often open with the top edge of window 3/4 off the screen. this issue is seemingly random so it is not reproducible "every time" when it does occur user cannot close or minimize from the top right corner icons clicking the top left icon of any maximized application will trigger this and open network center in all types of windows. If network center is first opened from the tray and then closed the top left icon does not trigger this and icon functions normally. additionally hovering over top left icon brings up a network center info popup once network center is opened once from the tray then closed the issue seems to go away for future activity. Same behavoir, mouse over brings up network manager popup, click opens network manager and expands the window so top icons are not useable but you and see the very bottom edge of them. Normally if you click the bottom edge of a button it will still work but not in this case. Sometimes if you minimize from the tray then restore all the top buttons perform normally
