Description of problem:

Reboot used to bring back all windows in the state they were closed in.

now windows are not remembered and just the basic empty desktop is presented.
maybe this is now a setting somewhere but this change will make migration/upgrade from 5.1 confusing unless the user has some way of knowing this.

every time

Steps to Reproduce:
1.open a few windows
2.reboot
3.log in to plasma desktop

How exactly did you reboot? 

With the "reboot" command, or ...?

From desktop, start button->power button->reboot button

Your settings must be set to restore your session.

Click the "System Settings" icon in your dashboard (systemsettings5 from a shell), then click the "Startup and Shutdown" icon and then the "Desktop Session" icon and look at the "On Login" parameters. Make sure "Restore previous session" is selected.

restore previous session is selected.  I made no changes here.  first release of rc did not have this issue... I assume one of the updates did it - I install them all.  I will select another option - start with an empty session, reboot then select restore previous session again , reboot and post within 5 minutes if behaviour changes.  If I do not post behaviour remained the same.

I followed the procedure above and now session is restored properly.  Not sure if this will be an issue on a clean install but will let you know if it is.  I think it was just something that got reset in one of the updates.

I am marking this as resolved now.  I will try on a clean install and reopen or create a new ticket if it occurs then.

Thank You and the rest of your stellar team.  I am submitting bugs not to complain but in an effort to make the 6 release as good as possible.
