Description of problem: Cauoldron at present contains chrony 2.4.1 but chrony 3.1 has been out for 5 months by now, and really should be in cauldron. 
at the same time, pps-tools (bug 15790) should be included so chrony can use the PPS kernel API.

We've been in version freeze and I didn't feel it appropriate to do that update for Mageia 6.  I'll update it once Cauldron reopens for Mageia 7.

Except that version freeze has now lasted well over a year!
Anyway as long as it gets done-- And PLEASE also put in ppstools so that chrony supports PPS.
