DXX-Rebirth is a Source Port of the Descent and Descent 2 Engines for Windows, Mac OS, Linux (most *NIX systems), offering OpenGL graphics and effects, advanced Multiplayer, many improvements and new features. Descent and Descent 2 are pretty old games so you usually run into problems running it on more recent Hardware and Operating Systems. DXX-Rebirth will also take care about this for you.

D2X-XL and DXX-Rebirth are two different Packages with two different Purposes. (Like the difference between PrBoom and Zandronum) DXX-Rebirth is a straight port and upgrade of Descent 1, and 2 for DOS. It can play External levels, such as the vertigo expansion, but it does not offer any new features over D1 and D2. D2X-XL is an enhanced version that can play D1, D2 and Vertigo, but has its own, original enhanced Engine, to far exceed the original Design scope of D1 and D2, scripting support for larger, more complex levels, custom weapons and enemies, and special effects

D2X-XL is known for being somewhat less stable on Linux, requiring a working configuration file to be present for the game to start.
Yes, they should. Both of them are two different packages that fill two different needs. If you were to play Descent 1 under DXX Rebirth, you'd get exactly what you'd see on the DOS Version with the added benefit of OpenGL and SDL. If you were to play Descent 1 under D2X-XL. You'd see Colored light Trails, Particle effects, and explosion effects. Guide Bots would spawn and the enemies would grow far more aggressive and intelligent.
