If you fire up the rescue ISO, do a "Go To Console" and the issue the "reboot" command, you get an error stating:

Failed to start reboot.target: Transaction contains conflicting jobs 'stop' and 'start' for systemd-reboot.service. Probably contradicting requirement dependencies configured.  See system logs and 'systemctl sttus reboot.target' for details.  Failed to talk to init daemon.

exiting to the rescue menu and choosing Reboot works just fine.
