Description of problem:
AMD RX 4xx hardware is handled only by radeonsi driver which is currently limited to just OpenGL 4.1 (see #19365) and fglrx does not (and will not) support these graphic cards.
Currently AMD provides beta version of new driver which is targeting selected versions of Ubuntu:
