If you boot the current boot-nonfree.iso in rescue mode and then try to shut down with either "reboot" or "systemctl reboot", you get the following error: "Failed to start reboot.target. Transaction contains conflicting jobs 'stop' and 'start'for systemd-reboot.service. Probably conflicting requirement dependencies configured." No reboot is done. If you then do ALT-SysRq-E you get a loop with "Looping too fast, slowing (it) down" messages.
(Note that you can reboot from the rescue menu)
