Emacs (GNU Emacs 24.5.1 (x86_64-mageia-linux-gnu, GTK+ Version 3.19.8) has lost the icons that previously appeared in its top toolbar. There's now just
a blank gray bar (although if I mouse over it, tooltips corresponding to the
toolbar actions pop up).

This bug seems the same as https://bugs.archlinux.org/task/48862.

Is this bug still valid after updating your system? You should have
emacs-24.5-4.mga6 and 
gtk+3.0-3.20.4-1.mga6

The bug is valid. I have installed emacs-24.5-4.mga6 and  gtk+3.0-3.20.4-1.mga6.

If you select 'About Emacs'  in emacs Help menu you get: GNU Emacs 24.5.1 (x86_64-mageia-linux-gnu, GTK+ Version 3.19.8)  of 2016-02-12 on ecosse.mageia.org, modified by Mageia

Have you tried "M-x menu-bar-mode"?

Yes I've tried, and I've also tried "M-x tool-bar-mode",  with & w/o my ~/.emacs-custom.el.

Confirmed also here, white bar only. I don't have gnome / kde installed, so this is under a light window manager.
I remember similar issues with "pidgin" and it used to be a missing dep to some gtk-icons that you may never guess if you are gnome installed.
I'll try to see if I recover that bug.

I have just tested the patch above, works for me.

It is huge though, I think they have just backported some current devel version. What do you think Thierry, do you want me to push it?
