As reported upstream at https://bugzilla.mozilla.org/show_bug.cgi?id=526737, contrib/bugzilla_ldapsync.rb doesn't work and is the only script which forces bugzilla-contrib to depend on Ruby. Removing this script would also let the packager remove the dependency on Ruby, which is a good thing (Bugzilla is a Perl application).

Upstream, this script has been removed from Bugzilla 4.2, but meanwhile, it could be removed from 4.0 by the packager.
