Description of problem:when right clicking mouse, tools list is placed inconsistently.
on the desktop, clicking on any icon presents tools list just to the right of the "computer" icon.
clicking elsewhere on the desktop presents the tools list in the top left of the screen, slightly right of where presented for any icon.
if an icon is click on an open window in "nemo" tools list is presented well to the right of the icon.
if mouse is right clicked on an open window in nemo, tools list is presented approx centre of window
same for firefox

How reproducible:every time


Steps to Reproduce:
1.install cinnamon from above . iso and reboot 
2.login and right click any desktop icon and observe location of tool list
3.mouse click anywhere on desktop and observe location of tool list
