Attempting to download/install packages with drakrpm, urpmi, or mgaupdate fails when wget is the selected download agent (i.e., selected explicitly or in urpmi.cfg) The error message is similar to that displayed for aria2 in mga bug 16882 This happens every time. Downloading via browser from the same mirror (as indicated by urpmi) works normally. Specifying curl instead of wget also works normally. Note that aria2 has the same error, reported in mga bug 16882.
I can't reproduce on x86_64 with: # urpmi --test null --downloader wget

Wget doesn't work with wget 1.15 (Mageia 5 x86_64) Tested on 3 machines. But the same command works with wget 1.12 (Mageia 1) The message is "Unable to establish SSL connection". I have found on http://savannah.gnu.org/bugs/index.php?46537 that the bug is still opened (release 1.17) and an explanation is given. A bad compilation is the cause.
