I can not repeat it here with kate.
Kate seems to be responsive and fast in all operations I tried.
I have no kwrite installed as it requires many packages from KDE4.
Also the bug title is somewhat confusing - please elaborate :)

In what way is the title confusing?
   I believe it says it all, in just a few words!

The problem arises when logged in under Plasma5, when I try using kwrite (or kate).

As soon as asked to handle a (small) text file, it freezes for some 30 seconds (i.e. is totally unresponsive), then continues as normal.

This is what is happening during the 30-second freeze after executing e.g.: 
kwrite ~/bash_profile:

Yesterday's update on my netbook showed a different aspect to the 30-second freeze problem.

Hitherto, when Kwrite opened the file, the window looked normal (except that the whole thing was dead for 30 seconds).

Now when kwrite opens, all I see is an *empty* window, with just the blue panel across the top.
  Only after 30 seconds does the empty frame get filled with the usual information, and the controls unfreeze.

P.S. Okular also seems to freeze for around the same length of time...

I'm glad to report that - after recent Cauldron updates - Kwrite now works normally on both netbook and nVidia PC.
