Description of problem:Plasma5 systemsettings -> available languages missing except American English


Version-Release number of selected component (if applicable):5.3.2


Steps to Reproduce:
1. Open Plasma 5 Systemsettings
2. Regional Settings
3. Only American English is listed in Translations -> Available Languages

To my understanding Plasma 5 should include all translations itself and kde-l10n-** packages are used only for Application translations...

There seems to be some update having fixed this; the number of available languages in my systemsettings is 9 now.

After tuesday's updates I have now 3 languages: American English, British English and eesti (Estonian). That seems to correspond to the locales I have installed: locales-en and locales-et.
