Description of problem:
Classical DVD 64-bit install using CSM boot on /dev/sdb disk with GPT header.
/home created new on same disk /dev/sdb2
Logged in to Mate desktop and found all the panel icons were doubled.  Removing one removed both and adding an icon reulted in a pair of images.

How reproducible:
Every time, but restoring the user backup restored the Mate environment withno subsequent problems.  Normal behaviour from then on.

Seems that this is duplicate of #15238 which was fixed.
