Description of problem:

installing net-tools-2.0-0.20140707git.1.mga5.x86_64.rpm from /var/cache/urpmi/rpms
[/usr/lib/tmpfiles.d/arp-ethers.conf:1] Unknown user 'arp-ethers'.

I also think the conf file could use a new line character.

[root@wb bin]# cat /usr/lib/tmpfiles.d/arp-ethers.conf
 d /run/arp-ethers 0755 arp-ethers arp-ethers[root@wb bin]#

fixed by removing the unnecessary tempfiles
%post eliminated, we don't need to start the arp service by default
