Local problem. Check your DNS servers, it seems they are unable to resolve download.skype.com.
Status: NEW => RESOLVEDCC: (none) => mageiaResolution: (none) => INVALID

It's not a problem of DNS, but the URL download.skype.com no longer exists: it's replaced by http://www.skype.com/fr/download-skype/skype-for-computer/ you have to change it in the package get-skype Furthermore, even skype-4.2.0.13.tar.bz2, which fine works with mageia2.x86_64 and mageia3.x86_64 doesn't work at all under mageia4.x86_64 (no sound). It's why I wish that mageia becomes a rolling release distrib, since at each new versions issues appear.
Obtaining "a page not found" and then a redirection does not mean than the url in the script does not work. Here it works fine too.

I finally successfully installed get-skype4.2.0.11-5.mga4.nonfree.noarch with mageia-control-center, without host resolving problem. But there is no sound at all (see comment 2) although libpulseaudio0 is installed. (see https://forums.mageia.org/en/viewtopic.php?f=36&t=1121)
