Description of problem:

The Mate desktop in RC (x86_64, classical installer) doesn't have dconf-editor, which is needed for the user to be able to change what icons are shown on the desktop.

Dconf-editor automatically pulled with task-mate package. Users can change settings with gsettings command. I don't think it is appropriate to add into task-mate-minimal.

I see the system monitor facility is not there, either.

What is the reason for only having task-mate-minimal rather than task-mate?

looks like task-mate-minimal is used in the iso

Looks like meta-task' s rpmsrate file only pulls task-*-minimal packages for both Gnome,Cinnamon,Kde etc. It is a meta-task package problem. Will fix this.

No, dconf-editor and mate-system-monitor also in rpmsrate but at decreased priority. Gnome has same thing too. That is not my thing. It should be discussed with other devs i think.For now wontfix.
