Version 3.2.23 was released on October 31:
http://www.infradead.org/~tgr/libnl/

Gentoo has updated the package, but Fedora hasn't yet.

Fedora has, however, added a patch that we don't have:
http://pkgs.fedoraproject.org/cgit/libnl3.git/commit/?id=c02ff7672e94e4e5574bb9b0147472fb2355e2ec

I've leave it up to you, Thomas, to decide what to do with this package.
