Description of problem: randomly, task manager displays junk instead of proper text. Sliding the mouse over the bad text causes it to be correctly redisplayed. I've seen it several times, even on two tasks at the same time; but probably miss many more when not looking for it. Yes. Seems to be triggered by placing mouse over virtual desktop area and scrolling mouse wheel. When task bar switches from 1 line to 2 lines or vice versa, the bug appears. Attaching screen shots taken moments ago.

I'm beginning to suspect this may be vaguely connected to bug 12101 since moving the mouse out of the virtual desktop area clears it up upon exit.
In fact, just had an occurrence where the task bar (one line of tasks) was not updated with the contents of the currently selected desktop (2 lines of tasks) until the mouse was moved away.
More... if the mouse is moved anywhere within the full task bar, the junk remains; it's only when it leaves the task bar that the update occurs to correct the issue.

You have two lines of windows in the task manager, that's not the default configuration. Best report that upstream at KDE: https://bugs.kde.org/ after searching if it hasn't been reported yet. From memory, there have always been quite some issues with two rows in task switcher / pager. Also, did you try another task manager?
