Description of problem:

scamp usually outputs some diganostics as images requiring it to be compiled against the plplot library.

I checked the package, and BR: plplot should be replaced by a BR: plplot-devel, the configure script then finds the library but compilation fails with some missing symbols. Maybe due to some change in API with plplot, I did not investigate further though.
