"where needed" is the problem, encoding info is unknown we have to test if it is valid utf-8

Not many people, I had never seen a machine with non ascii characters in a windows partition name, and never seen another report.

Created attachment 5087 [details] diskdrake in mga4 shows partition label with russian characters This bug is still valid for mageia4. On screenshot the ntfs partition created by Windows 7 installer is presented. This also reproductible for linux ext4 partitions with label that contains non-latin characters. For example, after command 'tune2fs -L ÐеÑка /dev/sdb4' (sdb4 is my home partition) diskdrake shows 'ÃÂõÃÂúð' label for sdb4.
